Introduction
The HRDF operates on the basis of a levy/grand
system. Employers who paid the levy will qualify for training grants
from the fund to defray or subsidize training costs for their
Malaysian employees.
The rate of financial assistance is 100% of the allowable costs
incurred for training such as ISO related training and up to 50% for
costs incurred overseas. The fund is subject to availability of
levies in the employer’s account with the Pembangunan Sumber Manusia
Berhad (PSMB).
For specific industries, apprenticeship schemes developed and
implemented by PSMB help in providing trained workers to the
industries. A RM35 million Apprenticeship Fund established by PSMB
pays for the tuition fees of apprentices sponsored by employers in
PSMB-initiated Apprenticeship Schemes. At the same time, 100% of
allowable training costs such as apprentices’ monthly allowances,
insurance premiums and consumables, can be reimbursed from levy
contributions.

provider who is specialized in ISO related training. We utilize
combination of training and consulting, customized to the unique
requirements of each situation. All our training conducted either
in-house or public training is 100% HRDF claimable.

EMPLOYER REGISTRATION
Employers who are covered and liable to
contribute the Human Resources Development (HRD) levy under the
Pembangunan Sumber Manusia Berhad Act, 2001 must register with
Pembangunan Sumber Manusia Berhad (PSMB). Currently, the Act covers
the following categories of employers.

Employers with fifty employees and above in the manufacturing
sector (w.e.f. 1 January 1993);

Employers with ten to forty-nine employees and a paid-up capital
of RM2.5 million and above in the manufacturing sector (w.e.f. 1
January 1995);

Employers with ten employees and above in twelve selected
industries in the services sector, namely, the hotel industry, tour
operating business (in-bound tour only), shipping, air transport,
telecommunication, computer services, advertising, postal & courier
services and freight forwarding (w.e.f. 1 January 1995); and private
higher education, training and the energy sector (w.e.f. 17 February
2000);

Employers in the manufacturing sector with ten to forty-nine
employees and a paid-up capital of less than RM2.5 million, who are
given the option to register with PSMB (w.e.f. 2 August 1996
For category (i), (ii) and (iii). Section 14 (1) of the Act imposes
on every employer a HRD levy in respect of each of his employee at
the rate one per centum of monthly wages. However, employers in
category (iv) will be given the option to register with Pembangunan
Sumber Manusia Berhad (PSMB). If they choose to register with PSMB,
their levy contributions will be at the reduced rate of 0.5%.

COVERAGE
Manufacturing Sector
-
Employers with 50 employees and above, will be mandatory to
register with the PSMB and pay the HRD levy at the rate of one per
centum of the monthly wages of their employees.

Employers having less than 50 to a minimum of 10 employees and a
paid-up capital of RM2.5 million and above, will be mandatory to
register with the PSMB and pay the HRD levy at the rate of on per
centum of the monthly wages of their employees.

For employer having less than 50 to a minimum of 10 employees
and a paid-up capital of less than RM2.5 million, they will be given
options to register with the PSMB. Once registered with the council,
they will be liable to pay the monthly HRD levy at the rate of 0.5
per centum of the monthly wages of their employees. To assist these
employers, the Government had decided to contribute RM2.00 for every
RM1.00 contributed by them.
Service Sector For employers from selected service sector in hotel, tour operators,
telecommunications, computer, shipping, aviation, advertising,
freight forwarders and the postal services; having 10 employees and
above, will be mandatory to register with PSMB and pay the HRD levy
at the rate of one per centum of the monthly wages of their
employees.
